Ground-setting projects within the field of Infrastructure were primarily concerned with removal of physical and administrative barriers to the free movement of goods and persons and the simplification and the increase of the efficiency of transport within the region. The work done in the framework of these ground-setting projects generated several other concrete project activities of regional importance on topics which were in one or another way related to infrastructure issues, such as organised crime issues.
