The Business Advisory Council for South East European (BAC for SEE) represents a merger between the Business Advisory Council to SECI (SECI BAC - formed in 1997) and the Business Advisory Council to the Stability Pact (SP BAC - formed in 1999). The merger took place on the 11th of December 2002 with the adoption of the Declaration on the Business Advisory Council for SEE at their first joint meeting. Through its composition and function, the BAC for SEE represents an integral part of the broader network for SEE development, serving an advisory role to the SECI Coordinator and Stability Pact Special Coordinator (SPSC) and national governments, to European Union decision and policy makers, and the regional and international organisations active within the SEE region.
The SECI BAC was the outcome of the activities undertaken within the framework of the SECI Border Crossing Facilitation Project as well as of the SECI Private Sector Development Projects, whose specific highlight among other things was the development of the Public Private Partnerships within the region. The latter were considered as one of the few possibilities to improve the situation in the region and encourage the various stakeholders to work together through mutual understanding of the difficulties that each side is facing with respect to trade, transport, private business development and investment issues.
The BAC for SEE is a culmination of its members' experiences, successes and failures, their networks and relationships, private and public. Their recommendations are based on facts and worded accordingly, away from general principles.
With the closure of the Stability Pact for SEE and the establishment of Regional Cooperation Council, the BAC for SEE was integrated into the regional network of initiatives and continues to support the work of the Regional Cooperation Council and its Secretariat
